总体来看，蓄电池产业是近年来我省工业经济中发展快、潜力大、市场竞争力强的朝阳产业。我省蓄电池产业经过几年快速发展，已颇具规模，但也存在环境欠优、成本偏高、技术水平仍待提高等诸多挑战。为进一步促进我省蓄电池行业又好又快发展，建议着力以下几方面工作：

一是要高度重视，加强布局。根据国家工信部、财政部、科技部、发改委四部委发布的“关于调整新能源汽车推广应用财政补贴政策的通知”精神，2017年新能源汽车补贴额度比2016年降低20%，到2020年将完全取消。现阶段正值蓄电池产业抢滩攻坚的关键时期，各级部门要高度重视，合理布局。应从战略发展高度，联合各有关部门组建蓄电池产业发展领导小组，及时掌握蓄电池产业发展过程中出现的各种新情况、新问题，在保障安全生产和环保达标前提下，出台相应政策、措施，有计划、有侧重地引导蓄电池产业加快发展。

二是要盘活存量，做优增量。打造湖南电池品牌。在鼓励省内新能源汽车配套使用本省电池的同时，根据我省蓄电池产业集群发展特色，扶持一批技术水平高、发展形势好的龙头企业，充分发挥领军企业、品牌企业对整个产业链的带动作用。扩大招商引资力度。在做大做强已有电池企业同时，引进一批具有国际竞争力的蓄电池生产企业，特别是电芯、隔膜生产企业，完善蓄电池产业链，提升蓄电池产业链整体竞争力。

三是要注重质量，加快转型。要以《湖南省贯彻〈中国制造2025〉建设制造强省五年行动计划（2016-2020）》文件为指导，引导企业积极采用新技术、新工艺、新设备和新材料，推动产品升级换代，通过技术改造，提升产品质量。要紧跟时代潮流，充分利用互联网金融手段，引导企业重视技术创新，在引进先进技术，加大研发力度，掌握领先科技基础上，促进蓄电池产业由“制造”向“智造”转型，提升产品市场竞争力。

四是要加大帮扶，优化环境。要落实企业培育制度，实施精准扶持，切实解决企业生产要素、审批手续障碍、融资需求等具体问题。在税收、技术创新、人才培养、拓宽融资渠道和新技术、新产品开发等各方面，出台更加优惠的财政扶持政策，进一步帮助企业减轻发展压力。同时，积极申请成立国家级检测平台，降低企业技术、产品检测费用；加强与能源大省桥接，发展新能源，出台补贴政策，降低企业工业用电成本；加强市场监管，防止不正当竞争和扰乱行业正常发展秩序行为，为蓄电池产业加快发展提供更优越的发展环境。
