2009~2011年期间，由铅蓄电池企业引起的部分“血铅”超标和群体性事件也给社会和环境带来了严重影响。《重金属污染综合防治“十二五”规划》中铅被列入5种重点防控的重金属污染物之一，铅蓄电池行业也被列入5种重点防控行业之一。随着我国电动车保有量和铅蓄电池使用量的增长，铅蓄电池生产及再生行业正发展和壮大，但行业秩序混乱、产业集中度不高、清洁生产发展严重滞后等现象仍然存在。铅蓄电池生产及再生行业的污染防治管理依然是重金属污染防治工作的重中之重。

2.行业发展和标准加严引导管理要求新变化

近年国家陆续出台了《清洁生产标准废铅酸蓄电池回收业》、《清洁生产标准铅蓄电池工业》、《废铅酸蓄电池处理污染控制技术规范》等一系列指导文件，对于行业污染防治起到了一定效果。但是规范标准的贯彻落实仍然任重道远。

随着铅蓄电池行业的发展和标准规范的加严（如《电池工业污染物排放标准（GB 30484）》、《再生铜、铝、铅、锌工业污染物排放标准（GB 31574）》、《铅蓄电池行业规范条件（2015年本）》、《再生铅行业规范条件》、《电池行业清洁生产评价指标体系》、《再生铅行业清洁生产评价指标体系》等系列标准规范修订），行业管理要求有了新的变化。

同时，现有铅蓄电池工艺和生产设备自动化智能化发展需求，也促使行业急需从产业结构调整出发，淘汰落后工艺及材料，鼓励发展新型铅蓄电池生产及再生工艺，促进行业技术进步。

为解决国内铅蓄电池污染防治问题，环境保护部制定发布了《铅蓄电池生产及再生污染防治技术政策》，其目的就是为铅蓄电池行业环境保护相关规划、环境影响评价等环境管理和企业污染防治工作提供技术指导，同时配合各种技术措施的实施，充分发挥体制机制优势，合力推动铅蓄电池生产及再生污染防治工作，提高我国铅蓄电池行业环境管理水平。

记者：《技术政策》中铅蓄电池污染防治应遵循的原则是什么？

答：技术政策根据铅蓄电池行业的污染特点，遵循全过程污染控制原则，以重金属污染物减排为核心，以污染预防为重点，积极推进源头减量替代，突出生产过程控制，规范资源再生利用，健全环境风险防控体系，强制清洁生产审核，推进环境信息公开。

根据《产业结构调整指导目录（2011年本）》、《铅蓄电池行业规范条件（2015年本）》等要求，应限制镉、砷等有毒有害元素在电池中使用。同时近期刚颁布的《生产者责任延伸制度推行方案》也提出，应普遍推行产品的生态设计等要求。

因此，本技术政策提出“鼓励优化铅蓄电池产品的生态设计，逐步减少或淘汰铅蓄电池中镉、砷等有毒有害物质的使用。”、“鼓励采用无铅焊料”、“鼓励研发减铅、无镉、无砷铅蓄电池生产技术”等要求，遵循全过程污染控制原则，以重金属污染物减排为核心，以污染预防为重点，积极推进源头减量替代，防止环境污染。
